3. The New Era: Fight Against Poverty Represents the Great International Values of a Poverty Management System Based on Targeted Poverty Alleviation
First, a comprehensive poverty alleviation strategy is implemented to carry out the complex and daunting task of dealing with poverty alleviation problems faced by developing countries, where poverty is always characterized with a complex and onerous nature. Long-term practice has shown that it's impossible to tackle poverty problems with petty, frivolous measures. Guided by General Secretary Xi Jinping's poverty alleviation ideas, China's poverty management system adopts recipients' needs-oriented measures to offer guidance and implement more targeted poverty alleviation programs to effectively align the supply of relief resources with the needs of the impoverished and to efficiently meet the combined needs of poverty eradication via the organic unity of breadth and pertinence in poverty alleviation efforts.
Second, poverty alleviation measures led by the government reverse the universal trend of increasingly reduced poverty eradication efforts due to global economic growth. Economic development used to raise a lot of people from poverty. Unfortunately, at a certain point of growth, the economic growth-led poverty reduction effect will wear off, even to the point of zero. Under President Xi Jinping's poverty alleviation ideas, the government takes the lead throughout the poverty alleviation process from targeting poverty, poverty intervention, and evaluation of poverty reduction effectiveness, while adopting a management system in which the central government makes overall plans, provincial-level governments take overall responsibility, and city and county governments ensure implementation. This system enhances the overall efficiency of the government's poverty alleviation cause, inject vitality into poverty reduction efforts, and form a poverty reduction process to which all social sectors contribute. The experience drawn is universal and suitable for any ruling party and government committed to poverty reduction.
Third, through large scale practice, China has gradually formed a mechanism of identifying the poor that combines top-down organizational supervision, a hierarchical responsibility mode and implementation at different levels with bottom-up democratic oversight, thus contributing a scientific method of effectively relieving poverty for the rest of the world. Our current data logging on poor households is yet to be perfected, with occasional omissions and faulty assessments; however, on the whole, we have achieved relatively high accuracy, and come up with a system that works – a proof that President Xi Jinping's poverty alleviation ideas are based on science. China's approach applies to other countries plagued by varied levels of poverty in enhancing the accuracy of identifying poor people as well as efficiency in poverty reduction.
